President Trump signed an Executive Order this week that will end the de minimis exemption for all countries, effective August 29. This means all international postal shipments to the U.S. will now be subject to duties, assessed either as an ad valorem duty based on the country’s effective tariff rate, or as a specific duty ranging from $80 to $200 per item. The specific duty option will be available for six months, after which only the ad valorem method may be used. As with the prior EO affecting China and Hong Kong, carriers will be responsible for collecting and remitting duties to CBP.
