Torrential rain and landslides caused deaths, power outages and transportation disruption along Japan's Pacific coast. Japan Post had already warned of possible temporary suspension of post-office counters, collection and delivery because of typhoon conditions and vessel cancellations, and on September 24 announced emergency measures for areas affected by Typhoon No. 25.
