France’s new €2 flat-rate administrative fee on parcels valued  under €150 arriving from outside the EU is scheduled to take effect on 1  March. The charge applies to shipments imported and customs-cleared in  France, Monaco, Guadeloupe, Martinique, or Réunion Island, and will be  assessed per unique HS code within a package.
